The United Nations Commission on Human Rights is currently meeting in
Geneva, between the dates of March 15 through April 23. During this
session, the UN Rapporteur on Torture, Theo van Boven will be presenting
his report on torture in Spain, specifically that of torture and
mistreatment against Basque prisoners. His findings state that torture
is not systematic, but that “in Spain, torture is inflicted more
frequently than occasionally”. He has also called into question the
Spanish government’s 16 year old policy of dispersing Basque prisoners
accused of ETA actions to prisons far away from the Basque region,
causing great difficulties for the families involved.
