Spears Proposes New State Law Limiting Child Murderers’ Access to Children

Democratic Candidate Unveils Plan to Protect Kids from Convicted Child Killers

PEORIA—Democratic Candidate for State Representative of the 92nd District Bill Spears on Monday announced his plan to file legislation that would fix a disturbing flaw in the legal system allowing child killers to reside within 500 feet of a school or playground.

“I believe that it is our responsibility as parents and as citizens concerned about the community to do everything in our power to protect our children from criminals who would seek to hurt them,” Spears, who supports life in prison without parole for child murderers and child rapists, said. “The current law is flawed and we need to fix it. I promise to be a strong voice for protecting our kids in the state legislature and this will be my first action.”

Spears is concerned about the unintended effects of action taken by the Illinois General Assembly this spring creating the Child Murderer and Violent Offender Against Youth Registration Act, which moved criminals convicted of non-sexual violent offenses against children from the Sex Offender Registry to the new Violent Offender Registry. Criminals convicted of first-degree murder, aggravated kidnapping, unlawful restraint, and forced detention of a child will be listed on the new registry pending verification by the local state’s attorney.

In examining the new law, Spears discovered a little known fact—violent criminals convicted of murdering a child do not face the same residency requirements as child sex offenders. Currently, a child sex offender is not allowed to reside within 500 feet of a school, playground or daycare, while a child murderer can—a notion the father of three boys finds disturbing. According to the Illinois State Police, as of July 2006, 180 murderers convicted of killing a child of under the age of 18 are no longer serving the prison sentence for their crime.

“As a parent, the idea that a child killer could be living across the road from where my kids go to school is very shocking,” Spears said. “I believe that the state legislature needs to take immediate action to ensure this doesn’t happen. If elected, I will do everything I can to get this law passed and make sure that child murderers are not allowed easy access to our kids.”

My two cents: Someone with a taste for murdering kids isn’t going to be deterred by this. Still, I’m betting that a lot of these “child killers” are gangbangers who killed other gangbangers, and these people need to be kept away from schools.

    Gotta love an election year, he will also sponsor a bill comdeming puppy rape as well as grandmother beating.

    “As a parent the fact that a child killer could be living across the road from where my kids go to school is very shocking” God forbid they live next to a school, lets make it illigal, thats good politics.

    Hay Billy how about the fact that they can live next door to your home. Yep that is legal, will Spears change that.

    Crime is out of control in a large part of this city. As a member of the city council Spears is in a position to do something here and now. Spears is talking state policy only becase he has nothing to brag about in his own record on the council.

    If you want to be his soap box Billy, tell us what Spears has done during his time on the council that make him a solid choice for promotion to state level.

    Vonster, he might be out of prison because he has already paid his debt to society (as determined by the legislature at the time of the act, and the judge who presided over his trial).

    Methinks we may be missing the point if we have enough “paid in full” child murderers out of prison to need this type of bill.

    Can anyone think of a child murder case where it was not a sexual predator who would fall under existing statutes, or a case of a live in boyfriend, killing the unwed mothers child.

    I thing that Raul Duke made an excellent response.

    child murderer would cover the situation like polly klas as well as the situation with a shaken baby. clearly both are bad people, but do they require the same kind of lifetime supervision or incarceration? and child murderers automatically are eligilble for an extended minimum sentence. Something about a constitutional requirement of propotionality….

    I agree with Raoul, This is a pretty good point on why we need change in office. The fact that child murderers can be free is beyond me. We would almost be better going back to wild west where we just didn’t tolerate this behavior and stuck to the tommy guns. There is plenty of talks about GPS and cameras going into (Every block in the city of chicago by 2016-according to Daley) various places to infringe on our liberties. But, cameras and GPS only help, after the fact. Or after something unlawful has occurs, unless someone is watching them 100% of the time.

    I could start a campaign myself…I am going to make it illegal for baby killers to roam the streets and for pedophiles to exist indefinately. I will also keep puppys from being raped and make it illegal to slap grandmothers. I will also make it illegal to do anything illegal, and I will make sure criminals are not watching your child at daycare. I will make sure 1st grade teachers are not pedophiles, and make sure that criminal drugdealers get a legal license to sell drugs and be pharmaceudical sales people. I will limit the amount of tylenol you could buy at the supermarket because now kids are smoking the pills, I will also make it illegal to buy pencils because they can poke peoples eyes out.

    This is by no way demeaning the bill Mr. Spears is putting out, I think it makes complete sense, and don’t understand why we don’t have this in place already.
